CICA Releases Updated Guiding Principles for Career Development Services and Career Information Products
The Career Industry Council of Australia (CICA) is pleased to announce the release of the updated Guiding Principles for Career Development Services and Career Information Products (2026 edition).
First developed in 2007 and revised in 2020, the Guiding Principles have long served as a practical quality framework for the career development profession. The 2026 edition responds to the rapidly evolving practice environment, including the widespread use of digital platforms, Artificial Intelligence, Generative AI, and increasingly complex labour market information systems.
Supporting Quality in a Changing Environment
Career development practitioners, schools, employment services, higher education institutions, and community programs now operate in a landscape where clients have unprecedented access to online tools, automated recommendations, and vast quantities of career information.
While access to information has expanded, so too has the need for professional judgement.
The updated Guiding Principles provide a structured framework to help practitioners and organisations evaluate:
-
The quality and integrity of career development services
-
The suitability of online platforms and digital assessment tools
-
The accuracy and currency of career information products
-
The ethical and inclusive use of AI enabled systems
-
Transparency, bias mitigation, and human oversight in automated tools
The document supports practitioners in asking critical questions about accessibility, cultural responsiveness, privacy, authorship, conflicts of interest, and the verification of labour market and education data.
Strengthening the National Quality Framework
The Guiding Principles form one of CICA’s three national framework documents, alongside:
-
The Australian Blueprint for Career Development
-
The Professional Standards for Australian Career Development Practitioners
Together, these frameworks provide a comprehensive model of quality assurance for the career industry in Australia.
While the Professional Standards define practitioner qualifications, competencies, and ethical conduct, the Guiding Principles focus specifically on the quality of the services and information products used within practice. They ensure that career development remains client centred, evidence informed, inclusive, and professionally grounded.
Practical and Actionable
The updated edition includes structured criteria and self assessment matrices that allow practitioners and organisations to evaluate whether services and products fully meet, partially meet, or do not yet meet quality expectations.
This practical design enables:
-
Reflective professional practice
-
Transparent procurement decisions
-
Continuous service improvement
-
Clearer communication with stakeholders
-
Stronger public confidence in career development services
Importantly, the updated edition integrates considerations of digital equity, algorithmic bias, AI transparency, and the responsible use of emerging technologies, ensuring the framework remains relevant to contemporary practice.
A Commitment to Professional Integrity
As the career development profession continues to evolve, maintaining public trust is essential. The updated Guiding Principles reinforce CICA’s commitment to quality, ethical practice, and national leadership in career development.
They provide clarity in an increasingly complex environment and strengthen the profession’s capacity to deliver services that genuinely support individuals in navigating learning, work, and life transitions.
CICA encourages practitioners, service leaders, educators, and policymakers to download the updated Guiding Principles and begin applying them within their own contexts.
